Directs every officer or agency of the United States which administers a direct loan program or guarantees a loan program to renegotiate, extend, or reschedule the payment of loans by persons who suffer substantial economic harm as a direct result of the national effort to conserve energy during the energy crisis.
Authorizes the Small Business Administration to assist any small business concern in meeting mortgage payments and operating costs, if there is reasonable assurance of repayment and the Administration determines that such concern has suffered or shall suffer substantial economic injury as the result of actions taken by the Federal Government for the purpose of conserving energy.
