A bill to amend the Comprehensive Employment and Training Act of 1973 to establish a special program of emergency energy employment.
Emergency Energy Employment Assistance Act - Provides for an emergency energy employment assistance program under the Comprehensive Employment and Training Act of 1973. States that in addition to the amounts authorized to be appropriated for carrying out such Act, there are authorized to be appropriated for fiscal year 1974, and the succeeding fiscal year, such sums, not to exceed $4,000,000,000 in the aggregate for such period, as may be necessary to carry out the provisions of this Act.
Establishes in the Treasury a revolving fund to be known as the Emergency Employment Assistance Fund. Provides that under specified circumstances amounts from such fund shall be obligated to provide unemployment and underemployed persons with transitional employment in jobs providing needed public services, and, wherever feasible, related training and manpower services to enable such persons to move into employment or training not supported under this Act.
Requires the filing of a special report, within 21 days after enactment, on the implementation of this Act.
