Provides that the Secretary of State shall not issue a passport to any person until such person shall have subscribed to and submitted a written application containing an oath or affirmation of allegiance to the United States and a true recital of each and every other matter of fact which the Secretary determines may be required by law or by any rules authorized by law to be established as a prerequisite to the issuance of any such passport. (Amends 22 U.S.C. 213)
