A bill to amend the Public Health Service Act to improve the national cancer program and to authorize appropriations for such program for the next 3 fiscal years.
National Cancer Act Amendments - =Title I: Extension of Cancer Program= - Requires, under provisions of the Public Health Service Act relating to collection of data useful with respect to cancer, that the program include the collection of information respecting nutrition programs for cancer patients and the relationship between nutrition and cancer.
Requires that the national cancer control program include programs to provide trials of routine exfoliative cytology tests conducted for the diagnosis of uterine cancer.
Requires the Director of the National Cancer Institute to conduct programs to disseminate and interpret information respecting the cause, prevention, diagnosis and treatment of the disease or other health problems to which the activities of the Institute are directed.
Requires the Director of the NCI to provide for scientific peer review of research contracts and grants. Requires the advise and consent of the Senate to the appointment of the Director of the NIH (stating that this requirement applies only to appointments occurring after the date of enactment of this Act).
=Title II: Biomedical Research= - Establishes the President's Biomedical Research Panel with members to serve for the life of the Panel and one member, designated by the President, to serve throughout its life as its Chairman. Directs the Panel to review, assess, identify, and make recommendations with respect to policy issues concerning biomedical and behavioral research conducted and supported under the programs of the National Institutes of Health, the National Institute of Mental Health, the National Institute of Alcohol Abuse and Alcoholism, and the National Institute of Drug Abuse. Directs the Panel to submit a report to the President and the Congress on its findings made on the basis of its review and assessment of the biomedical research programs, the policy issues which it has identified, and its recommendations with respect to these issues.
