A bill to protect the flow of interstate commerce from unreasonable damage to environmental health by assuring an adequate supply of chlorine and other chemicals and substances which are necessary for safe drinking water and for waste water treatment.
Emergency Chlorine Allocation Act - States that the purpose of this Act is to establish a procedure for the diversion of such amounts of chlorine in commerce as are necessary to protect the public health.
Defines the terms used in this Act.
Provides that any person who lacks an adequate supply of chlorine for any purpose necessary to protect the public health may request the Administrator of the Environmental Protection Agency to make a determination of need with respect to the asserted lack of chlorine and a determination as to the amount of chlorine needed to assure an adequate supply. Directs the Secretary of Commerce, upon determination of need made by the Administrator, to take such action as is necessary to assure that the amount of chlorine needed to assure an adequate supply is allocated to the applicant.
Sets forth regulations for the administration of this Act.
Authorizes the Secretary and the Administrator to prescribe such rules and regulations as are necessary or appropriate to carry out their functions under this Act.
Sets forth penalties for non-complaince with any order issued pursuant to this Act.
Provides that this Act shall terminate on December 31, 1975.
Authorizes the appropriation of not in excess of $150,000 for fiscal year 1974, not in excess of $500,000 for fiscal year 1975, and not in excess of $300,000 for fiscal year 1976, to carry out the provisions of this Act.
