A bill to clarify the relationship of interests of the United States and of the States in the use of the waters of certain streams.
Water Rights Act - Provides that if a Federal withdrawal or reservation of Federal lands is to create a water right which shall have priority against a water right under State law, then the Federal claim shall give fair notice as to the purpose, quantity, and priority date of the water right which is claimed.
Requires that the acreage limitations in the Federal reclamation law is not amended by this Act.
Requires just compensation to be paid before a State can acquire under State law any vested right in the diversion, storage, or use of any navigable or nonnavigable waters.
