Permits the Secretary of Agriculture to make available a portion of exportable supplies of agricultural commodities to be used to carry out the humanitarian objectives of the Agricultural Trade Development and Assistance Act, provided that all domestic food programs will be supplied as well as they were in fiscal year 1974.
Requires, effective March 1, 1975, that no less than 20 percent of the value of food stamp coupons issued to a household during each month shall be so coded as to be usable only for the purchase of beef, pork, poultry, or dairy products.
