Creates as an independent agency in the executive branch the National Zoological and Aquarium Board. Details the membership composition of such Board and the terms of office and compensation.
Directs the Board to establish standards for the national accreditation of zoos (including roadside parks where animals are displayed in their natural habitat) and aquariums.
Authorizes the Board to provide technical expert assistance to assist any zoo or aquarium in complying with the standards for accreditation.
Empowers the Board to make grants of funds to nonprofit organizations to provide for: (1) the training of professional and paraprofessional staff of zoos and aquariums to meet the accreditation standards established under this Act; and (2) humane research into methods to improve the welfare of animals at zoos and aquariums, and into methods to meet the accreditation standards established under this Act.
