Directs the Administrator of the National Aeronautics and Space Administration, with the Secretary of State, the Secretary of Defense, and the Director of the National Science Foundation, to make a study of the possibilities for international cooperation and cost sharing in the development of a system for the collection and conversion of solar energy.
Provides that such study shall include the feasibility of: (1) establishing an international consortium; and (2) utilizing other existing international organizations, or establishing a new international organization, in the development of such an energy collection and transmission system.
Requires the Administrator to report the results of such study to the President and the Congress within one year.
Authorizes to be appropriated such sums as may be necessary to carry out the provisions of this Act.
