Authorizes the Secretary of the Interior to designate as Mulholland National Scenic Parkway specified sections of the present Mulholland Drive and Highway for public recreation use and for interpretation of scenic and historic values.

Authorizes to be appropriated such sums as may be necessary to carry out the provisions of this Act.
