Changes the name of the "Committee for Purchase of Products and Services of the Blind and other Severely Handicapped" to the "Committee for Purchase from the Blind and other Severely Handicapped." Increases the membership of the Committee by one and directs the President to appoint the additional member.
Defines "direct labor" for purposes of the Wagner-O'Day Act relating to the handicapped, as work required for the preparation, processing, and packing of a commodity or work directly related to the performance of a service, but not supervision, administration, inspection or shipping.
Authorizes the appropriation to the Committee of $240,000 for the fiscal year 1974 and such sums as may be necessary for the succeeding fiscal years to carry out the activities of the Committee.
