Provides for the establishment of the Tuskegee Institute National Historical Site, in the State of Alabama. Authorizes to be appropriated not to exceed $185,000 for land acquisition and $2,722,000 for development of the historic site. Empowers the Secretary of Interior to construct roads on real property remaining in non-Federal ownership within the boundaries of the historic site.
