A bill to amend title 28, United States Code, to make the United States liable for damages caused as the result of ultrahazardous activities in which the United States is engaged.

Provides that United States district courts shall have exclusive jurisdiction over civil actions on claims against the United States, for money damages, for injury or loss of property, or personal injury or death caused by the act or omission of any employee of the Government acting within the scope of his office or employment and while engaged in an ultrahazardous activity.
