A bill to amend the Federal Power Act to promote conservation, reduce wastage, and attain greater efficiency in the generation of electrical energy, and for other purposes.
Electrical Energy and Natural Gas Conservation Act - Requires the Federal Power Commission (FPC) to undertake a series of investigations and to collect and maintain information on the electric power utilities and natural gas companies in the United States. Specifies the topics of such information gathering.
Directs the FPC to undertake a study to evaluate the impact of rate structures on the efficiency of generation and on the levels of consumption and conservation of electrical energy and natural gas.

Authorizes and directs the FPC, in consultation with the Federal Energy Administration, State public utility commissions, and all Federal instrumentalities involved in the generation, production, or sale of electrical energy or natural gas, to develop and sponsor demonstration projects designed to enhance the conservation of electrical energy and natural gas.
Authorizes the FPC to award grants and contracts for the design, implementation, and assessment of such demonstration projects.
Authorizes appropriations for the current fiscal year and the next two fiscal years in the amount of not to exceed $2,000,000, $1,000,000, and $1,000,000, respectively.
