A bill to provide financial assistance for the establishment of a neighborhood multimodel approach to the treatment of narcotic addicts to authorize treatment for certain narcotic addicts, and for other purposes.
Drug Substitution and Rehabilitation Act - Sets forth the definitions of terms used in this Act. Authorizes the Secretary of Health, Education, and Welfare to make grants to public agencies and private nonprofit organizations, and institutions to establish and operate neighborhood centers for drug abuse treatment and rehabilitation. Prescribes the requirements which must be met prior to the making of any such grant. Authorizes sums to be appropriated to carry out such grants.
Authorizes the Secretary of Health, Education and Welfare to establish a program pursuant to which physicians approved by the Secretary shall be authorized to administer controlled substances to specified addicts. Authorizes the Secretary, upon application by an addict, to issue an addict medical treatment card which shall entitle such addict to the benefits provided for under any program established or assisted under this Act.
States that all data acquired by any physician in connection with the treatment of any addict carried out pursuant to this Act shall be confidential.
