Directs the Librarian of Congress to establish and maintain a library containing recordings and film prints of television and radio programs, distributed nationally, which the Librarian determines to be substantial public interest.
Provides that the Librarian shall conduct and report to Congress on: a study (1) the type of guidelines to be used in determining what programs that it would be in the public interest to preserve, and the cost, and (2) the recordings and film prints necessary in order to have as complete a collection as possible of radio and television programs that have been broadcast and are of historical significance, and of such acquisition.
Authorizes to be appropriated such sums as may be necessary to carry out this Act.
