Increases the appropriations amounts authorized under the Small Business Act. Expands the authority of the Small Business Administration to make loans to assist small business concerns in meeting regulatory standards.
Provides for livestock loans and loans for adjustment assistance in base closings under the Small Business Act. States that the Administrator shall not discriminate on the basis of sex or marital status against any person or small business concern applying for or receiving assistance from the Administration.
Provides that livestock loans under the Small Business Act shall include loans to persons who are engaged in the business of raising livestock (including but not limited to cattle, hogs, and poultry), and who suffer substantial economic injury as a result of animal disease.
