An Act to authorize certain construction at military installations, and for other purposes.

Military Construction Authorization Act - =Title I:= Authorizes the Secretary of the Army to establish or develop military installations and facilities by acquiring, constructing, converting, rehabilitating, or installing permanent or temporary public works at designated projects to the extent of the dollar amounts designated by this Act.

=Title II:= Authorizes the Secretary of the Navy to establish or develop military installations and facilities by acquiring, constructing, coverting, rehabilitating, or installing permanent or temporary public works at designated projects to the extent of the dollar amounts designated by this Act.

=Title III:= Authorizes the Secretary of the Air Force to establish or develop military installations and facilities by acquiring, constructing, converting, rehabilitating, or instilling permanent or temporary public works at designated projects to the extent of the dollar amounts designated by this Act.

=Title IV:= Authorizes the Secretary of Defense to establish or develop military installations and facilities by acquiring, constructing, converting, rehabilitating, or installing permanent or temporary public works at designated projects to the extent of the dollar amounts designated by this Act.

=Title V: Military Family Housing and Homeowners Assistance Program= - Authorizes the Secretary of Defense to construct family housing units and mobile home facilities, after consultation with the Secretary of Housing and Urban Development, in the locations designated by this Act.

=Title VI: General Provisions= - Authorizes the appropriation of funds necessary to carry out the provisions of this Act. Requires the Secretary of Defense to submit an annual report to the Congress identifying each individual project which has been placed under contract in the preceeding 12 months period and with respect to which the then current working estimate of the Department of Defense exeeeds the amount authorized by the Congress for that project by more than 25 percent.

=Title VII: Reserve Forces Facilities= - Reserve Forces Facilities Authorization Act - Authorizes the Secretary of Defense to establish or develop additional facilities for the Reserve Forces of the Army, Navy, Marine Corps, Air National Guard, and the Air Force Reserve.
