A bill relating to the compensation of employees of Senate committees.
Removes the minimum rates of compensation for Senate employees and authorizes the chairman of a Senate committee to appoint employees to the committee at whatever lower rate of compensation he determines appropriate.
Eliminates the requirement that the words "Postage paid by Congress" be printed on envelopes, wrappers, cards, or labels used to transmit franked mail.
