A bill to amend the Communications Act to clarify the intent of Congress regarding regulation of CATV and broadcast pay television.

Sets forth the definitions of "CATV system" and "pay television" as used in the Communications Act. Declares that it is the intent of the Congress to assure the quality of free over-the-air broadcasting services that is now available to the public shall not be reduced or impaired by the operations of CATV systems or by pay television.

Provides for the regulation of pay television. (Amends 47 U.S.C. 153.)
