Makes it unlawful for any citizen or resident of the United States to offer to make, or make, a contribution to any agency of the United States or employee thereof for the purpose of influencing the outcome of an election for public office in a foreign country.
Makes it unlawful for any employee of the United States to (1) solicit any citizen or resident of the United States to contribute to any candidate or political party for the purpose of influencing the outcome of an election for public office in a foreign country; or (2) to accept such a contribution.
Penalizes violations of this Act by a fine of up to $10,000 and/or up to five years imprisonment.
