A bill to amend the Clean Air Act in order to provide for revised standards pursuant to such Act for motor vehicles and engines to be sold or used in high elevation areas, and for other purposes.

Defines high elevation State as a State within a standard metropolitan statistical area which has an average elevation of at least three thousand feet above sea level.
