A bill to authorize the Director of the Bureau of Mines to extend certain assistance to certain individuals engaged in mineral exploration and development.

Authorizes the Director of the Bureau of Mines to establish and carry out a program for providing such assistance, financially or otherwise, as the Director may determine necessary to enable small, independent operators to engage in mineral exploration and development. Authorizes the Director to issue such regulations as he may determine necessary to carry out any program established by him in accordance with the provisions of this Act.

Authorizes to be appropriated such sums as may be necessary to carry out the provisions of this Act.
