Directs the Secretary of Transportation, in consultation with the Civil Aeronautics Board, to undertake a study of existing conditions in the treatment of animals in air transportation. Requires the Secretary to report to the Congress on the results of such study, including his recommendations, not later than sixty days after the date of enactment of this Act.
Directs the Secretary to prescribe, not later than one hundred twenty days after the date of enactment of this Act, regulations, including minimum standards, providing for the humane treatment of animals in air transportation.
