Provides that in criminal cases of the Armed Forces that all requests to compel witnesses to appear and testify and to compel the production of other evidence shall be submitted to the military judge if one has been detailed to the court-martial case or to a military judge designated for such purpose by the appropriate Judge Advocate General if a military judge has not been detailed to the case; and the military judge shall approve or disapprove such requests in accordance with the regulations prescribed by the President.
Provides that any report or other material which cannot be made available for examination by the accused and his defense counsel shall be inadmissible as evidence in a court-martial.
