Establishes eligibility standards for officers, warrant officers, and enlisted personnel of the Armed Forces for service on general and special courts-martial. Provides that not less than one-half of the total membership of a general or special court-martial shall be composed of members of the same rank and grade as the accused if the accused personally or through counsel requests in writing that the court membership be so composed.
States that the name of every officer and warrant officer within the command of a convening authority who is eligible to serve as a member of a general or special court-martial shall be included on a court-martial master roll and the name of every enlisted man within such command who is eligible to serve as a member of a general or special court-martial unless exempted by Presidential directive.
