Authorizes the Secretary of the Interior to conduct research, development, and demonstration projects in the fields of energy sources and technologies. Empowers the Secretary to make grants and enter into contracts to carry out the purposes of this Act.
Establishes the Federal Energy Research and Development Trust Fund. Allocates and authorizes appropriations to such trust fund.
Directs the Secretary of the Treasury to (1) manage the fund; (2) invest portions of the fund; and (3) sell obligations of the fund.
