Requires each department and agency of the executive branch which procures goods or services by contract to make a quarterly report to the President, the President of the Senate, and the Speaker of the House of Representatives, not less than forty-five days after the close of the quarter, showing the amount of funds appropriated to the department or agency which has been expended, obligated, or contracted to be spent with small business concerns and the amount of such funds expended, obligated, or contracted to be spent with firms other than small businesses in the same fields of operation.
