A bill to authorize the Secretary of Transportation to act to assure the continuance of rail services in the northeastern United States.
Emergency Rail Services Act Amendments - Authorizes the Secretary of Transportation, in the case of an actual or anticipated cessation of essential transportation services by any railroad to: (1) contract with the trustees for the continued provision of such services; or (2) acquire by purchase, lease, or other transfer, any equipment and facilities of such railroad and any operating rights over the tracks of such railroad as in the judgment of the Secretary is required for the continued provision of such services by the Secretary, the trustees, or the Secretary's assignee or asignees. Authorizes to be appropriated such sums as may be necessary to carry out such purposes.
Provides that the National Railroad Passenger Corporation is an instrumentality of the Federal Government.
