Authorizes the President, under the Foreign Assistance Act, to provide assistance for the purpose of aiding South Vietnamese children through (1) governmental agencies of South Vietnam; (2) day care centers, orphanages, and health and welfare programs; and (3) adoption by United States citizens of South Vietnamese children.
Allocates specified amounts of funds appropriated under the Foreign Assistance Act for the purpose carrying out this Act.
