A bill to amend the Antidumping Act of 1921, as amended, to provide for sales below cost of production.

Provides that whenever the Secretary of the Treasury determines that the purchase price or exporter's sales price of a class of foreign merchandise which is being or is likely to be sold in the United States or elsewhere, is less than the constructed value of such class of foreign merchandise, he shall make a determination that such class of merchandise is being sold at less than fair value in the United States or elsewhere, and such determination shall result in the imposition of a special dumping duty and other specified provisions of the Anti-Dumping Act.
