A bill to extend the period within which the President may transmit to the Congress plans for the reorganization of agencies of the executive branch of the Government.

Requires the President to specify the statutory authority in a reorganization plan transmitted to Congress, with respect to each function abolished under the plan.

Requires the President to send to both Houses of Congress, at least 30 days prior to transmittal of such plan, notice of the proposed reorganization and a statement of the purposes and substance of such plan.
