Revises the terms of members of the Commission on Executive, Legislative, and Judicial Salaries. Includes Delegates to the House of Representatives, the Vice President of the United States, the Speaker of the House of Representatives, the President pro tempore of the Senate, and the majority and minority leaders of the House and Senate within the areas in which a review by the Commission of pay rates is required.
Provides that the President shall transmit to Congress, not later than the August 31 first occurring after the submission of the Commission's report to the President, his recommendations with respect to exact rates of pay which he deems advisable for those offices and positions within the purview of this Act.
Sets forth the procedure by which the President's recommendations become effective.
