A bill to amend title 38, United States Code, to provide an earlier effective date for payment of pension to veterans.

Provides that the effective date on an award of disability pension to a veteran shall be on the date on which the veteran became permanently and totally disabled, if an application therefor is received within one year of such date. (Amends 38 U.S.C. 3010(b))
