A bill to create a marine sanctuary from leasing pursuant to the Outer Continental Shelf Lands Act in an area off the coast of California adjacent to State-owned submerged lands in which such State has suspended leasing for mineral purposes.
Del Norte County Marine Sanctuary Act - Requires the Secretary of the Interior to suspend the further leasing pursuant to the Outer Continental Shelf Lands Act for the exploration or for the extraction of oil, gas, or any other mineral in the portion of the Outer Continental Shelf seaward of the Del Norte County Marine Sanctuary.
Provides that such suspension shall be terminated by the Secretary if the State of California revokes the law establishing the various sanctuaries. Provides that if the State of California terminates mineral leases in any other areas of lands beneath navigable waters the Secretary shall report to the President and to the Congress his recommendations with respect to the suspension of mineral leasing in that area of the Outer Continental Shelf.
Authorizes the President to terminate any such suspension during any national emergency.
