A bill to establish a Commission on the Reform of the Federal Income Tax laws.

Establishes a Commission on the Reform of the Federal Income Tax Laws for the purpose of determining the best means to reform such laws.

Outlines the membership of the Commission and authorizes it to appoint an Executive Director, a Deputy Director, and a General Counsel.

Specifies the duties of the Commission including the procurement of services of experts, the gathering of information necessary to carry on its study and the submittal of an interim report not later than 6 months after the date of enactment of this Act.

Authorizes necessary appropriations to carry out the provisions of this Act.
