A bill to create marine sanctuaries from leasing pursuant to the outer continental shelf lands act in areas off the coast of California adjacent to state owned submerged lands in which such state has suspended leasing for mineral purposes.
California Marine Sanctuary Act - Directs the Secretary of the Interior to suspend all further leasing pursuant to the Outer Continental Shelf Lands Act for the exploration for or extraction of oil, gas, or any other mineral in any portion of the Outer Continental Shelf seaward of specified areas in which the State of California has provided by law that leases will not be issued by such State for the exploration or extraction of any oil, gas, or other mineral. Describes such areas as: (1) the San Diego and Orange County Sanctuary; (2) the Santa Catalina and San Clemente Islands Sanctuary; (3) the Golden Gate Sanctuary; (4) the Humboldt and Mendocino Counties Sanctuary; (5) the Del Norte County Sanctuary; (6) the Los Angeles County Sanctuary; and (7) specified tide and submerged lands in the counties of Monterey and Santa Cruz.
