Establishes the National Commission on Executive Security to: (1) conduct a study of all laws, and of all rules, regulations, and orders, relating to the classification and protection of information, and the practices and procedures of Federal agencies with respect to such matters for the purpose of determining what reorganization, if any, of the executive branch needs to be made to insure full disclosure of information, consistent with the security of the United States; (2) determine which such laws, rules, regulations, orders, and procedures are necessary, appropriate, and consistent with the freedom of speech, press, and assembly guaranteed by the first amendment to the Constitution, the freedom of information, and the efficient and equitable operation of Government; (3) determine what, if any, modifications of existing laws, rules, regulations, orders, and procedures are required to insure a more efficient, equitable, and uniform system for maximum possible disclosure of information, consistent with the security of the United States; (4) make recommendations for legislation or other governmental action to preserve and protect the security of the United States in a manner consistent with the right of the people of the United States to full disclosure of information relating to their Government; and (5) determine whether an independent agency should be established to insure the maximum disclosure of information.
Directs the Chairman of the Commission to hold such hearings, sit and act at such times and places, administer such oaths, and require by subpena or otherwise the attendance and testimony of such witnesses and the production of such books, records, correspondence, memorandums, papers, and documents as the Commission may deem advisable.
Authorizes to be appropriated such sums as may be necessary to carry out the provisions of this Act.
