A bill to establish an International Commerce Service within the Department of Commerce.
Overseas Exports Representatives Act - Authorizes the Secretary of Commerce to appoint, without regard to civil service statutory provisions, personnel to serve as Overseas Exports Representatives. Provides that the Secretary of Commerce, in consultation with the Secretary of State, is to designate a maximum of fifteen trading regions to which he shall assign the representatives to coordinate, assist, and promote export expansion activities.
States that the representative, under the direction of the Secretary of Commerce, shall conduct teaching and training programs on export expansion for Foreign Service officers assigned to economic and commercial affairs.
Requires the Secretary of Commerce to furnish to the Secretary of State copies of efficiency reports prepared by the Overseas Exports Representatives and evaluations of and recommendations with respect to the export promotion programs being operated in each such region.
States that the representatives shall be subject only to the supervision of the Secretary of Commerce, but shall cooperate with the Secretary of State and the United States Ambassador or Minister in each foreign nation.
Directs the Secretary of Commerce to report to the Senate Committee on Commerce and the House of Representatives Committee on Interstate and Foreign Commerce not less than once each year on the nature extent and effectiveness of the activities conducted pursuant to this Act, and to make legislative recommendations to such committees on ways to increase American exports.
Authorizes to be appropriated annually such funds as may be necessary for the purposes of this Act, not to exceed $5,000,000 for fiscal years 1975-1977.
