A bill to amend the Communications Act of 1934, as amended, with respect to commissioners and Commission employees.

Requires that any Commissioner on the Federal Communications Commission must be a citizen of the United States and have no other employment, or business. Directs that the Commissioner be bipartisan and prohibits any Commission from having any interest in the broadcasting field.
