A bill to amend the Communications Act of 1934 to provide grants to States and units of local government for the establishment, equipping, and operation of emergency communications centers to make the national emergency telephone number 911 available throughout the United States.

States that it is the purpose of this Act to provide financial assistance to units of general local government and combinations of such units to permit them to develop and improve emergency communication procedures and facilities in such a manner so as to be able to dispatch, at the request of any person employing the telephone number "911", police, fire, medical, rescue, and other emergency services.

Authorizes $5,000,000 for the fiscal year 1974 and $7,500,000 for the fiscal year 1975 to carry out the purposes of this Act.
