Authorizes claims by civilian nationals and civilian aliens of the United States which arose between September 1, 1939 and September 2, 1945, to be filed under the War Claims Act of 1948.
Provides that qualified abandoned claims under the Trading With the Enemy Act may be reinstated within six months after the date of enactment of this Act.
