Resolution to create a select subcommittee on the House of Representatives to conduct a full and complete investigation and study of the health effects of the current energy crisis on the poor.

Creates a select committee to be composed of fifteen Members of the House of Representatives to be appointed by the Speaker, one of whom he shall designate as chairman.

Directs the committee to conduct an investigation of the health effects of the current energy crisis on the poor and to report to the House as soon as practicable during the present Congress the results of such investigation, together with such recommendations as it deems advisable.
