Resolution to amend the Rules of the House of Representatives regarding reports of the Committee on Rules repealing or amending any of the House rules.

Provides, under clause 3 of rule XIII of the Rules of the House of Representatives that whenever the Committee on Rules reports a resolution repealing or amending any of the rules of the House of Representatives or part thereof it shall include in its report or in an accompanying document: (1) the text of the Rules of the House of Representatives or part thereof which is proposed to be repealed; (2) a comparative print of that part of the resolution making the amendment and of the Rules of the House of Representatives or part to be amended, showing by an appropriate typographical device the omissions and insertions proposed to be made; and (3) those precedents and rulings of the Speakers of the House and of the Chairman of the Committee of the Whole which are pertinent to the provisions of that measure as proposed.
