A resolution waiving points of order against the consideration of the bill H.R. 11459 and waiving points of order against unauthorized items of appropriation in said bill.

States that upon the adoption of this resolution it shall be in order to move, clause 6 of rule XXI to the contrary notwithstanding, that the House resolve itself into the Committee of the Whole House on the State of the Union for the consideration of the bill (H.R. 11459) making appropriations for military construction for the Department of Defense for the fiscal year ending June 30, l974, and for other purposes, and the provisions of clause 2, rule XXI are hereby waived with respect to any appropriation contained in such bill.
