A resolution relative to adoption of the Rules of the House of Representatives for the 92d Congress.

Provides that the Rules of the House of Representatives of the Ninety-second Congress, together with all applicable provisions of the Legislative Reorganization Act of 1946, as amended, and the Legislative Reorganization Act of 1970, as amended, be, and they are hereby adopted as the Rules of the House of Representatives of the Ninety-third Congress.

Makes the following amendments part of such Rules: (1) entitles each Delegate to the House of Representatives to serve on standing committees of the House in the same manner as Members of the House and shall possess in all committees on which he serves the same powers and privileges as the other Members (2) makes it in order at any time during a day for the Speaker, in his discretion, to entertain a motion that when the House adjourns it stand adjourned to a day and time certain, and makes such motion of equal privilege with the motion to adjourn provided for in this clause and shall be determined without debate; and (3) provides that the rules shall not be suspended except by a vote by two-thirds of the Members voting, a quorum being present; nor shall the Speaker entertain a motion to suspend the rules except on the first and third Mondays of each month, and on the Tuesday immediately following those days, and during the last six days of a session.
