States that the Speaker may, in his discretion, when debate is concluded on any motion to suspend the rules and pass any bill or resolution and a recorded vote is requested thereon, or if objection is made to any vote thereon on the ground that a quorum is not present, defer putting the final question on that motion and entertain additional motions to suspend the rules and pass other bills or resolutions, similarly deferring, in his discretion in such circumstances, putting the question on any or all such additional motions upon conclusion of debate thereon until debate is concluded upon the last of such additional motions. Provides that, upon conclusion of debate on the last of such additional motions, the Speaker shall put the question on each motion, with respect to which the putting of the question was deferred, in the order in which that motion was debated.
