Resolution to amend the Rules of the House of Representatives to establish as a standing committee of the House the Committee on Energy, and for other purposes.

Establishes, under the Rules of the House of Representatives, the standing House Committee on Energy. Directs the Committee to (1) conduct investigations of the development, application, use, and control of all forms of energy and power, and (2) establish a program for the development and control of all forms of energy and power.
