Provides that during the consideration of the bill (H.R. 7447) making supplemental appropriations for the fiscal year ending June 30, 1973, and for other purposes, all points of order against said bill for failure to comply with the provisions of clause 2 and clause 5 of rule XXI are hereby waived and it shall be in order to consider, without the intervention of any point of order, an amendment on page 10, after the heading on line 13, in the following form: "School Assistance in Federally Affected Areas". "The paragraph under this heading in Public Law 93-25 is amended by striking out "54 per centum" and inserting in lieu thereof "68 per centum."
