Creates a select committee, to be composed of eleven Members of the House of Representatives to be appointed by the Speaker, one of whom he shall designate as chairman, to conduct a full and complete investigation and study of all aspects of crime affecting the United States.
Requires the select committee to report to the House as soon as possible with respect to the results of its investigations, hearings, and studies, together with such recommendations as it deems advisable and to submit its final report not later than June 30, 1973.
